Coral Gables Tree Ordinances: What You Can and Can’t Do on Your Property

Navigating Coral Gables’ Strict Tree Protection Laws

Coral Gables is known as “The City Beautiful” for good reason – and its tree protection ordinances are among the strictest in South Florida. Before you trim, remove, or even plant a tree on your Coral Gables property, you need to understand the rules. Violations can result in fines of $500 to $10,000 per tree, plus mandatory replacement requirements.

What’s Protected?

In Coral Gables, virtually all trees with a trunk diameter of 3 inches or more (measured at 4.5 feet above ground, known as DBH – Diameter at Breast Height) are considered “specimen trees” and are protected by city ordinance. This includes trees on private residential and commercial property, not just public land.

Additionally, any tree within the public right-of-way (between your property line and the street) is city property. You cannot trim, remove, or alter these trees without city approval – even if branches hang over your property.

When Do You Need a Permit?

Tree Removal

A permit is required to remove any specimen tree (3″+ DBH) in Coral Gables. The city evaluates each removal request based on the tree’s health, species, location, and the reason for removal. Valid reasons typically include:

  • Dead or dying trees (documentation from a tree care professional required)
  • Trees causing verified structural damage to buildings or infrastructure
  • Hazardous trees that pose an imminent safety risk
  • Construction that cannot reasonably avoid the tree

Simply wanting more sunlight, a better view, or less leaf cleanup is generally not sufficient justification for removal.

Tree Trimming

Routine trimming and pruning of trees on your private property generally does not require a permit, provided you follow industry standards and don’t remove more than 25% of the canopy. However, excessive pruning (topping, lion-tailing, or removing more than 25% of the live canopy) is considered tree abuse and can trigger enforcement action.

Tree Replacement Requirements

When a removal permit is granted, Coral Gables typically requires replacement plantings. The replacement ratio varies but generally requires planting trees with a combined caliper (trunk diameter) equal to or greater than the tree being removed. If your property cannot accommodate replacement trees, you may be required to pay into the city’s tree trust fund.

Penalties for Violations

Removing a protected tree without a permit in Coral Gables can result in:

  • Fines of $500–$10,000 per tree
  • Required replacement at a ratio of up to 4:1 (four replacement trees for each tree removed)
  • Stop-work orders on any active construction
  • Liens on the property until compliance is achieved

The city actively investigates reports of unauthorized tree removal, and neighbors do report violations.

How the Permit Process Works

  1. Submit an application to the Coral Gables Public Works Department
  2. A city arborist inspects the tree on-site
  3. The city issues approval, denial, or approval with conditions (usually replacement requirements)
  4. Processing time is typically 2–4 weeks for routine requests

For emergency situations (storm-damaged trees posing an immediate hazard), the city allows removal first with documentation, followed by a retroactive permit application.
